Upgrade Signal for Windows from version 3.x to 3.13

If you do not have a correctly installed copy of Signal 3 for Windows, the upgrade will not happen.

For Signal itself, use Signal3.pdf 4,419,673 bytes and for Signal scripting, use Sig3Scr.pdf 2,778,497 bytes.
